The Mediterranean experience shows that the issue extends far beyond the cage itself. The main economic value is created within a network that begins with hatcheries and feed and continues through processing, cold storage, export branding, and the market. From this perspective, a marine cage is not merely a production point; it is one link in an industrial cluster that, without spatial order, environmental management, and a clearly defined market, can quickly turn from an opportunity into a risk. This distinction is what transforms marine aquaculture from an equipment-based project into a strategic issue for food security and the blue economy.<\/p>\n<p class=\"ArticleText\">In 2023, the Mediterranean and the Black Sea reached 2.97 million tons of aquaculture production, valued at $9.3 billion, while the marine and brackish-water segment accounted for 940,000 tons of production and $5.2 billion in value. These figures show that marine aquaculture in this region is not a marginal activity; it stands at the center of the blue economy, food security, and protein trade. The 83 percent share of marine cage farming in the region\u2019s marine and brackish-water fish production also shows that, when connected to a complete value chain, sea cages can form the core structure of marine production. For Iran, the importance of this experience lies not in direct imitation, but in understanding the mechanisms behind precise decision-making on species, environmental carrying capacity, traceability, and target markets.<\/p>\n<p class=\"ArticleText\">The experiences of Greece, Turkey, and Croatia do not all offer the same type of lesson for Iran, and that difference is precisely what increases their analytical value. Turkey represents industrial scalability and the export of major species such as seabass and seabream. Greece represents institutional clustering and marine spatial planning through organized aquaculture zones. Croatia represents a smaller, quality-oriented model built around market differentiation. According to the FAO GLOBEFISH country profile, Iran\u2019s total fisheries and aquaculture production reached 1,417,838 tons in 2023, with aquaculture accounting for 55 percent of that volume. Such a network emerges when producers, regulators, and export markets are defined from the beginning within a single architecture. In the Mediterranean, gilthead seabream and European seabass form the backbone of this architecture and, according to the GFCM report, account for 34 percent and 30 percent of the region\u2019s marine and brackish-water aquaculture production, respectively. For Iran, this data is less a recommendation to copy the same species and more a reminder that species selection must begin with the choice of a competitive position, not with simple imitation of a species or a technology.<\/p>\n\n<blockquote class=\"Mgh-quote\"><cite>\u2013 Manuel Barange, Assistant Director-General of the Food and Agriculture Organization of the United Nations:<\/cite> \u201cThese figures show that aquaculture can play a role in feeding the world\u2019s growing population.\u201d<\/blockquote>\n<p class=\"ArticleText\">The geographic concentration of production also shows that marine clusters in the Mediterranean did not emerge randomly. In marine and brackish-water aquaculture across the Mediterranean and the Black Sea, nine countries account for more than 95 percent of production, with Turkey at 43 percent, Egypt at 16 percent, and Greece at 15 percent. This concentration means that the region\u2019s winners are not merely fish producers; they have been able to bring marine space, technical knowledge, capital, standards, and sales channels together into a relatively coherent chain. The implication for Iran is clear: marine production without a supporting chain will have limited competitive power against major regional markets.<\/p>\n<p class=\"ArticleText\">In the blue economy, the difference between a standalone farm and an industrial cluster becomes visible in their ability to absorb market and environmental shocks. A standalone farm may produce in the short term, but it remains vulnerable to disease, price declines, cold-storage disruptions, weak packaging, or export restrictions. A cluster, by contrast, distributes learning costs among actors and increases the possibility of building brands, shared services, regional monitoring, and regular market access. According to T\u00dc\u0130K data, the country produced 165,055 tons of seabass and 155,279 tons of seabream in marine aquaculture in 2024. These two figures are not merely production volumes; they show that Turkey has brought the main Mediterranean species to a level that is meaningful for foreign markets. The FAO country profile also reports that Turkey\u2019s exports of fisheries and aquaculture products reached $1.77 billion in 2023, while imports stood at $770 million, with fresh seabass and fresh seabream identified as major export items.<\/p>\n\n<blockquote class=\"Mgh-quote\"><cite>\u2013 Mustafa Altu\u011f Atalay, Director General of Fisheries and Aquaculture at Turkey\u2019s Ministry of Agriculture and Forestry:<\/cite> \u201cLast year, nearly one million tons of fish were harvested, and this year the aquaculture target is more than 575,000 tons.\u201d<\/blockquote>\n<p class=\"ArticleText\">The main lesson from Turkey for Iran is the importance of synchronizing production, hatcheries, feed, processing, and exports. If Iran aims to enter species similar to seabass and seabream, its regional competitor is not a small and fragmented market, but a producer that has already reached high scale in the two main species and is active in fresh and chilled markets. This reality shifts competition from the physical production of fish to cost, quality, supply continuity, standards, delivery time, and market knowledge. Therefore, developing marine cages in Iran without designing the market, cold storage, packaging, and export routes could create production that has no clear position in the value chain.<\/p>\n<p class=\"ArticleText\">Turkey\u2019s scale, however, does not mean Iran should copy the model wholesale. Each country must choose its species, zones, and export model based on temperature, salinity, water currents, sensitive habitats, hatchery capacity, feed access, and target markets. Turkey\u2019s experience becomes valuable for Iran when the industrial logic behind the cages is understood, rather than merely replicating their outward form. Greece\u2019s National Aquaculture Program for 2021 to 2030 reports production of 130,975 tons in 2019 and direct employment of 3,700 people during the 2016 to 2018 period. The same document sets production targets of 156,391 tons by 2025 and 200,000 tons by 2030. But the importance of the Greek experience is not limited to volume-based targets; it is most visible in its institutional instrument: the Areas of Organized Aquaculture Development, or AODAs.<\/p>\n\n<blockquote class=\"Mgh-quote\"><cite>\u2013 The Government of Greece and the European Union\u2019s aquaculture support mechanism:<\/cite> \u201cThe country\u2019s strategic objective is to achieve sustainable and socially responsible development in aquaculture.\u201d<\/blockquote>\n<p class=\"ArticleText\">In the Greek model, AODAs are a tool for turning marine space into a manageable area. According to Greece\u2019s national program, by the time the document was prepared, seven areas had been issued by presidential decree, and each area was required to have a management body. This institutional design helps the government and the industry reduce spatial conflicts among aquaculture, tourism, the environment, and other coastal uses. For Iran, the operational message of this experience is that issuing scattered permits for marine cages without a regional management body can, in the long run, increase monitoring costs, social conflict, and environmental risk.<\/p>\n<p class=\"ArticleText\">The 2025 HAPO report shows that Greek seabream and seabass production in 2024 declined by 5.5 percent to 114,500 tons, while sales value increased by 3.5 percent to \u20ac721 million and exports reached 94,132 tons. This data does not draw a simple relationship between production volume and economic value, but it does show that markets, prices, branding, and sales mix can play a moderating role when volume declines. In the Greek model, the collective brand Fish from Greece and HAPO\u2019s annual reporting are part of this market architecture.
